"Maintains"

Hi was up last sat 14th at my sisters funaral

i would like to know who maintains the area with the benches ect because alot of it was in some mess and made the rest of the place grubby will the bits that look nice the now look grubby in a few years

like to think something could be done to make the whole place as lovely as the new bits .
