"Only one person can complete claim forms"

I handed in a claim form 2 weeks ago.Having had no reply I called in to ask why to be told only one person can complete the form and she is on holiday for 3 weeks.I find this extraordinary,particularly from a practice who told my son he had to bring 30 pounds with him in case he needed treatment to pay in advance. Needless to say he has not been back..
