"People do not do their research"

This is my personal observation that most of the applicant rush to the councilate. They do not go online and look for what would they be required to show at the councilate to get their paper work done. Whithout proper documentation the councilate cannot do much help and the applicants usually freak out.

My personal openion is that the calling hours should be increased becouse most of the elderly people find it hard to access the Internet and find the documentation required to process their applications. .
